During his 28-plus years as a trial lawyer practicing in Tulsa , Philard L. Rounds, Jr. has tried and defended cases involving motor vehicles, trucks, products liability, and engages in a general insurance defense law practice.  His role has been that of trial counsel for defense clients in all types of cases, including catastrophic injuries, wrongful death, property loss, and insurance coverage issues.  Mr. Rounds maintains an AV rating by Martindale-Hubble, the highest level attainable by a practicing attorney.

Mr. Rounds was born in Tokyo, Japan in 1952 and grew up in Tulsa, Oklahoma .  In 1974 he graduated from Oral Roberts University located in Tulsa, Oklahoma with a Bachelor's degree in Political Science and History.  He earned his Juris Doctorate in 1977 from Oklahoma City University .  Thereafter he attended Southern Methodist University in pursuit of an L.L.M. in Corporate and Commercial Law.

He is admitted to practice before the Oklahoma Bar, United States District Court for the Northern, Eastern, and Western Districts of Oklahoma, U.S. District Courts for Eastern and Western Districts of Arkansas , U.S. Court of Appeals for the Tenth Circuit, U.S. Tax Court, and the United States Supreme Court.

Mr. Rounds has been a member of the American Bar Association, Oklahoma Bar Association, Oklahoma Association of Defense Counsel, and Defense Research Institute.
