Ms. Skeens received her undergraduate degree in Political Science and Spanish from West Virginia University, cum laude, in 1996. While in law school, Ms. Skeens was a member of the West Virginia Law Review, serving on the executive editorial board, and participated in the school's Clinical Law Program. She is admitted to practice in the states of Oklahoma and West Virginia, as well as the United States District Courts for the Northern and Southern Districts of West Virginia, the Fourth Circuit Court of Appeals, and the U.S. District Courts for the Northern, Western, and Eastern Districts of Oklahoma. She practiced in Martinsburg, West Virginia, located in the Washington, D.C. metropolitan area, for five years in the field of civil litigation before joining Holden & Carr in 2004.
